42C - Trials of any matter shall be held publicly, but the presiding judge may exclude the public from all or part of a trial in accordance with democratic norms: 1. in the interests of public morals, public order or national security; 2. where the interest of juveniles or the victims of a crime so require; or 3. in other special circumstances where publicity would prejudice the interests of justice.

CRC-69(f) the Committee urges the State party: (f) In cases where detention is unavoidable, ensure that children are not detained together with adults and that detention conditions are compliant with international standards, including with regard to access to education and health services. To that effect, the Committee recommends that the State party make use of the technical assistance tools developed by the Interagency Panel on Juvenile Justice and its members, including the United Nations Office on Drugs and Crime (UNODC), UNICEF, OHCHR and NGOs, and seek technical assistance in the area of juvenile justice from members of the Panel; Convention on the Rights of the Child 
CRC-69(g) Expeditiously establish throughout the State party specialized juvenile court facilities and procedures with adequate human, technical and financial resources, designate specialized judges for children and ensure that such specialized judges receive appropriate education and training.
